The award is established by decree No. 5 issued on April 10, 1999, by H.H. Sheikh Maktoum Bin Rashid Al Maktoum Vice president of U.A.E. and Ruler of Dubai.  

1. To honour individuals, universities, establishments and research centers all over the world for their outstanding achievements in the filed of medicine. 

2. To honour individuals who, in the past, have contributed to the alleviation of suffering by helping to provide medical care to the people in the UAE.

3. To honour individuals who provided voluntary humanitarian medical services with the objective of easing the suffering of people subjected to exceptional circumstances such as catastrophes, epidemics, famine or wars etc.   

4. To encourage the development of institutions dedicated to research and scientific method in the Arab World.   

5. To enhance the relations between doctors in the UAE and the international medical centers in order to benefit from their expertise.   

6. To support distinctive medical research and to encourage their publication in the Emirates Medical Journal.
