There are many objectives to be achieved in order to provide the handicapped an opportunity to succeed and to be capable of being creative and outstanding. The Handicapped Guardians' Association was established in the UAE to merge the handicapped with the normal members of society as one of its main goals.

As a result a Fine Art and Photographic Exhibition was held from May 16 to 18, 1998 at the World Trade Centre in AI Multaqa Hall under the title of "Creativities '98" to show the artistic talents of the handicapped and prove their ability. Over one hundred artists exhibited their works when a large number of visitors appreciated the concept of merging the handicapped artists in the main stream of well-known fine artists.

To encourage the gifted artists, the General Postal Authority in co-ordination with the Handicapped Guardians Association has selected four paintings and issued a set of commemorative stamps of four denominations as follows:
