On May 25th 1981, the leaders of the Arab Gulf States signed a memorandum for the foundation of the Gulf Cooperation Council. His Highness Shaikh Zayed Bin Sultan AI Nahyan, President of the United Arab Emirates emphasized, "This step will reflect on the development and prosperity of the Gulf. It will also be considered as a strong base in favour of the Gulf, Arab and Islamic nations.
